ANNOTATION AND COMMENTARY

To be a high official, you should be honest and upright, do good things for people. If you act as greedy as a rat and infringe on the interests of people, you will certainly come to a disgraceful end. One Chinese proverb says: “A rat running across the street, with everybody shouting: kill it.”
